Creates the "local government adult and senior services fund" to receive 50% of surplus state revenue after budget stabilization fund requirements are met.

Directs the Director of Budget and Management to distribute funds to each county based on population, with amounts calculated by dividing fund balance by county population.

Requires counties to use distributed funds solely for adult protective services and senior services as authorized under Ohio Revised Code sections 307.694, 307.85, and 5101.60 to 5101.71.

Counties may use funds in the year received or any succeeding year, with distributions made by August 31st following July certification by the Director.

Modifies section 131.44 to prioritize surplus revenue allocation: first to budget stabilization fund, second 50% of remaining to local government adult and senior services fund, third to budget stabilization fund again, and fourth remainder to income tax reduction fund.
