Grants in-state college tuition residency status to active duty service members and their spouses and dependents without requiring them to establish domicile in Ohio.

Extends residency status to veterans who served at least one year on active duty with honorable or medical discharge, plus their spouses and dependents, if domicile is established by enrollment date.

Provides residency status to veterans receiving federal educational benefits (All-Volunteer Force Program, Post-9/11 GI Bill, or Marine Gunnery Sergeant John David Fry scholarship) who served at least 90 days on active duty and live in Ohio at enrollment.

Allows spouses and dependents of deceased, missing, or prisoner-of-war veterans to qualify for residency status based only on their own domicile establishment, not the veteran's.

Repeals existing section 3333.31 of the Ohio Revised Code and replaces it with these new military residency provisions.
