Am. Sub. H.B. 160 - Liquor Control Law Revisions

• Increases daily sales limit for A-3a permit holders (distillers) from 1.5 liters to 3 liters of spirituous liquor per person per day.

• Modifies A-5 permit (alcoholic ice cream) to allow shipping to consumers via H permit holders with age verification requirements and package labeling.

• Expands outdoor refreshment area creation limits from 2 to 4 areas for municipalities over 50,000 population and from 1 to 2 areas for municipalities with 35,000-50,000 population.

• Clarifies wine production exemption for retail food establishments by changing language from "serves" to "has been issued" an A-2 or A-2f permit and adds notice requirement to customers.

• Declared an emergency measure effective immediately to provide economic relief to liquor permit holders during the COVID-19 outbreak.
