Requires state and local employees to comply with lawful federal requests for assistance in immigration enforcement, USA Patriot Act operations, and homeland security matters consistent with federalism principles.

Prohibits municipal corporations from enacting ordinances or policies that materially hinder local employee cooperation with federal immigration services; non-compliant municipalities lose state homeland security funding until compliance is certified.

Mandates law enforcement agencies to participate in federal alien verification programs, report arrestees believed unlawfully present, detain persons upon federal request, and comply with federal immigration enforcement.

Establishes complaint process allowing state residents to seek removal of public officers whose failure to comply with immigration cooperation requirements resulted in criminal offenses by unlawfully present individuals causing personal injury, death, or property loss.

Creates financial penalties by redirecting state and local government fund payments from non-compliant "sanctuary subdivisions" to compliant subdivisions and the general revenue fund until compliance is achieved.
