Transfers administration of the Pay for Success Contracting Program from the Director of Administrative Services to the Treasurer of State.

Redefines "service intermediary" as any person or entity entering into a pay for success contract, broadening eligibility beyond nonprofit organizations.

Establishes three dedicated funds in the state treasury: state pay for success contract fund, federal pay for success contract fund, and local government pay for success contract fund to finance service delivery contracts.

Allows the Treasurer to enter into pay for success contracts upon receiving general assembly appropriations, federal grant moneys, or at the request of state agencies and political subdivisions that deposit contract costs.

Authorizes the Director of Administrative Services and Department of Health to continue existing infant mortality reduction pilot projects under the expanded program framework.
