Prohibits state and political subdivision funds from paying for insurance policies that cover nontherapeutic abortion services, with exceptions for policies allowing individuals to purchase abortion coverage separately at their own cost.

Defines "nontherapeutic abortion" as abortion when the mother's life would not be endangered if the fetus were carried to term or the pregnancy did not result from rape or incest reported to law enforcement, and includes drugs or devices preventing fertilized ovum implantation.

Requires health insuring corporations and sickness and accident insurers to deny coverage for nontherapeutic abortion under all policies, contracts, and plans issued, delivered, or renewed in Ohio, while still allowing coverage for postabortion complications.

Excludes from the definition procedures for ectopic pregnancies intended to reimplant the fertilized ovum and medically necessary emergency procedures to save the pregnant woman's life.

Applies the restrictions to policies, contracts, agreements, and plans issued, delivered, modified, or renewed on or after the effective date of the act.
