• Requires hospitals offering emergency services to provide sexual assault victims with information about emergency contraception, offer emergency contraception, and provide assessment and counseling regarding sexually transmitted infections.

• Mandates comprehensive sexual health education in schools (grades 7-12) that stresses abstinence but includes medically accurate information on contraceptive methods and infection reduction measures; allows parental opt-out.

• Establishes Ohio Teen Pregnancy Prevention Task Force to advise on strategies to prevent teen pregnancy and authorizes pharmacists to dispense certain hormonal contraceptives without a prescription under an approved protocol.

• Creates enforcement mechanisms including civil penalties for hospitals and pharmacies that fail to comply with contraceptive access and sexual assault victim service requirements.
