Designated as "Tyler's Law," the bill amends Ohio's amusement ride safety regulations by modifying the advisory council on amusement ride safety to include representatives from the inflatable amusement ride industry and two members of the general public.

Requires the director of agriculture to adopt safety standards by reference to specific ASTM International standards (F1193-18, F770-18, F2291-18) for amusement ride safety and to give hiring preference to inspectors holding level one or higher certifications from recognized organizations like NAARSO or AIMS International.

Establishes new requirements for amusement ride owners to maintain records of major repairs with photographs and written descriptions, maintain manufacturer manuals, and forward all safety-related communications from manufacturers to the department within a reasonable time.

Creates a mandatory reporting system requiring agricultural societies, fairs, commissions, and ride owners to forward safety communications from manufacturers to the director and chief inspector, with the chief inspector authorized to require reinspection if necessary.

Establishes an amusement ride inspection fund from collected fees and sets specific inspection fees including $150 for permits, $1,200 for roller coasters, and fees under $105 for inflatable rides; provides that the act takes effect immediately to apply before the 2019 Ohio State Fair.
