Establishes the Electric Vehicle Infrastructure Study Committee with 10 members including legislative transportation committee leaders, state agency directors, and representatives from utilities, regional planning, environmental organizations, and Columbus-area entities.

Committee appointments must be made within 30 days of the bill's effective date; members serve without compensation or reimbursement.

Committee shall examine government efforts on electric vehicle infrastructure, estimate construction and maintenance costs, identify funding sources, and develop recommendations for changes to state and local laws and policies.

Committee must submit a final report with findings and recommendations to the Governor, House Speaker, and Senate President by February 1, 2022, and make the report publicly available.

Committee ceases to exist upon submission of its report; "electric vehicle" is defined as a vehicle that exclusively uses one or more electric motors for propulsion.
