Establishes requirements for operation of mobile dental facilities, including definitions of "mobile dental facility" (self-contained transportable facility or temporary site with portable equipment) and "mobile dental facility operator" (licensed dentist operating such facility).

Requires mobile dental facility operators to register with the state dental board, specify their status on registration forms, and notify the board within 14 days of address changes or facility closure; failure to comply is grounds for disciplinary action.

Mandates mobile dental facility operators provide patients with provider names, emergency contact information, list of services provided, recommendations for further care, notice of records access rights, and instructions for requesting records.

Authorizes pharmacists to enter consult agreements with physician assistants (if authorized by supervising physicians) and advanced practice registered nurses (if authorized by collaborating physicians) for managing drug therapy, in addition to existing authority to consult with physicians.

Allows health insurers, sickness and accident insurers, public employee benefit plans, and Medicaid to reimburse pharmacists for drug therapy management, immunization administration, and drug administration services performed under consult agreements.
