Expands immunity from prosecution for minor drug possession offenses (misdemeanor or fifth-degree felony), drug abuse instruments violations, and certain drug paraphernalia violations when a qualified individual seeks or obtains medical assistance for a drug overdose.

Limits immunity to persons not on community control or post-release control who act in good faith by making a 911 call, contacting police, or transporting someone to a health care facility for overdose assistance.

Requires qualified individuals to obtain a screening and treatment referral from a community addiction services provider or credentialed addiction professional within 30 days to maintain immunity protection.

Restricts immunity to a maximum of two uses per person; immunity cannot be granted more than twice to the same individual.

Applies immunity protections to violations of section 2925.12 (drug abuse instruments), division (C)(1) of section 2925.14 (drug paraphernalia), and section 2925.141 (marihuana drug paraphernalia).
