Amends Ohio Revised Code sections 4906.20 and 4906.201 to modify minimum setback requirements for wind turbines in economically significant wind farms of five or more megawatts.

Establishes setback distance of 1.1 times the total height of turbine structure (measured from base to tip of highest blade) from property line of wind farm, and at least 1,125 feet from nearest habitable residential structure on adjacent property.

Maintains existing 750-foot setback distance for certificates and applications compliant with requirements before September 29, 2013 (H.B. 59 of the 130th General Assembly).

Applies new setback standards to any amendments made to existing certificates after this bill's effective date, with transitional provisions for amendments made between September 15, 2014 and the bill's effective date.

Allows setback requirements to be waived if all adjacent property owners consent through a procedure established by the Power Siting Board, and permits the board to require greater setbacks on a case-by-case basis.
