Amends Ohio Revised Code section 2907.07 to revise penalties for the offense of importuning (soliciting another person for sexual activity)

Establishes that violations of division (A) or (C) (soliciting minors under 13 years old) are felonies of the third degree on first offense with presumption of prison term, and felonies of the second degree if offender has prior sexually oriented or child-victim oriented conviction

Establishes that violations of division (B) or (D) (soliciting minors aged 13-17) are felonies of the fifth degree on first offense with presumption of prison term, and felonies of the fourth degree if offender has prior sexually oriented or child-victim oriented conviction

Imposes mandatory minimum prison sentences when the offender arranged to meet the victim in addition to soliciting them, with enhanced penalties if offender is 10 or more years older than victim

Applies to solicitations via telecommunications devices that originate or are received in Ohio
