Allows A-3 permit holders (spirituous liquor manufacturers) to sell and ship spirituous liquor directly to personal consumers via telephone orders or websites when holding an S permit, limited to 1.5 liters per day per consumer.

Allows A-3a permit holders (small distillers producing less than 100,000 gallons annually) to make telephone and web-based sales to consumers if they hold an S permit, in addition to in-person sales at permit premises.

Creates new section 4303.042 requiring the liquor control commission to adopt rules establishing requirements and procedures for A-3 and A-3a permit holders conducting S permit sales via telephone or website.

Expands S permit eligibility to include spirituous liquor manufacturers and mixed beverage manufacturers, in addition to existing beer and wine applicants.

Requires S permit holders selling spirituous liquor or mixed beverages to collect and pay applicable taxes under sections 4301.424, 4301.421, 4301.43 and other specified chapters of the Revised Code.
