Enacts section 301.30 prohibiting counties with home rule charters from imposing taxes or fees on auxiliary containers for 12 months after the bill's effective date.

Amends section 504.04 prohibiting townships with limited home rule governments from imposing fees, assessments, or charges on auxiliary containers for 12 months after the bill's effective date.

Amends section 715.013 prohibiting municipal corporations from imposing any tax, fee, assessment, or charge on auxiliary containers for 12 months after the bill's effective date.

Amends section 3767.32 to define "auxiliary container" as bags, cans, cups, food or beverage service items, containers, kegs, bottles, or similar packaging made from specified materials designed for consuming, transporting, or protecting merchandise, food, or beverages, and adds these containers to the definition of "litter" subject to anti-littering enforcement.

Enacts section 3 (temporary) to authorize persons to use auxiliary containers for commerce or other purposes and preserve authority of counties, municipal corporations, and solid waste management districts to implement voluntary recycling programs.
