Enacts section 2307.48 of the Revised Code to create a civil right of action for victims of sexual misconduct by physicians employed by Ohio land grant universities.

Applies to sexual misconduct committed between January 1, 1978, and December 31, 2000, by a physician employed during that period while acting within the scope of employment or official responsibilities.

Requires at least 25 or more victims to bring action collectively, with the physician holding a position of authority over victims as their physician and using that authority to coerce submission to the misconduct.

Eliminates any statute of limitations for civil actions brought under this section.

Allows recovery of damages through the university under section 3345.40 of the Revised Code and against the university's insurer under section 3345.202 to the extent of applicable insurance coverage, with court-ordered stay during good faith mediation.
