Shortens the statute of limitations for actions on written contracts from 8 years to 6 years after the cause of action accrues.

Reduces the statute of limitations for actions on unwritten contracts or liability created by statute from 6 years to 4 years after the cause of action accrues.

Establishes a new statute of repose for legal malpractice actions, barring claims brought more than 4 years after the act or omission occurred, with a 1-year discovery exception if the plaintiff could not reasonably have discovered the injury within 3 years.

Applies the shortened limitations periods to actions where the cause of action accrues on or after the effective date; for prior causes of action, provides transition rules allowing 6 years or 4 years from the effective date, whichever expires first.

Extends the tolling of criminal, civil, and administrative statutes of limitations through July 30, 2020, to preserve time-sensitive claims during the declared emergency period.
