Requires licensing authorities to issue occupational licenses to applicants who complete registered apprenticeship programs and meet other requirements for licensure across multiple professions.

Defines "registered apprenticeship program" to include programs registered by the federal Office of Apprenticeship, Ohio Department of Job and Family Services, or other state apprenticeship agencies.

Amends licensing requirements for steam engineers, boiler operators, professional engineers, surveyors, construction contractors, first responders, and emergency medical technicians to accept apprenticeship completion as an alternative to traditional education or experience requirements.

Prohibits licensing authorities from establishing higher passing scores for apprenticeship program graduates taking examinations compared to other applicants, ensuring equal treatment.

Creates new section 4743.09 establishing a statewide framework requiring all licensing authorities to adopt rules implementing apprenticeship recognition for occupational licensing.
