Amends Ohio Revised Code sections 6121.03 and 6121.04 to authorize the Ohio Water Development Authority to refinance existing loans for public water and waste water infrastructure projects.

Expands the Authority's lending powers to include refinancing options for both governmental agencies and private persons acquiring or constructing water management and waste water facilities.

Allows the Authority to issue water development revenue bonds to pay for or refinance water development projects, consistent with state water management policies.

Declared an emergency measure to enable government agencies to capitalize on historically low interest rates during the COVID-19 pandemic for refinancing water infrastructure projects.

Takes immediate effect upon passage to allow timely utilization of favorable financing conditions.
