Expands Ohio courts' personal jurisdiction over defendants to any basis consistent with the Ohio Constitution and the United States Constitution, beyond the nine specific grounds currently listed in state law.

Prohibits any public official from issuing an order to close all places of worship in Ohio or in any geographic area of the state, with "place of worship" defined as buildings or grounds where an organized religious group conducts activities.

Prohibits public officials from changing the time, place, or manner of conducting elections except as permitted under section 161.09 of the Revised Code, which currently allows changes for specific circumstances.

Defines "public official" consistently across all new provisions to mean any elected or appointed officer, employee, or agent of the state or any political subdivision, board, commission, bureau, or other public body.

Amends existing Section 2307.382 regarding personal jurisdiction while maintaining nine enumerated grounds for exercising jurisdiction over persons acting in or affecting Ohio.
