JobsOhio shall establish the Competitive Global Air Service Development Grant Program to provide grants to air carriers for new direct international and domestic air service to and from Ohio airports.

Grants shall include minimum revenue guarantees and marketing assistance, with priority given to air carriers establishing service between Ohio and destinations in the European Union or Japan.

JobsOhio shall establish and administer all aspects of the grant program, including eligibility requirements for grant recipients.

JobsOhio must submit a written annual report to the general assembly by the last business day of January detailing all grant program activities from the preceding calendar year.

Appropriates $25,000,000 from the General Revenue Fund for fiscal year 2020 to JobsOhio to operate the grant program.
