Sub. H.B. No. 289 - Elevator Law Revision

• Establishes the elevator safety review board within the board of building standards to investigate violations, conduct disciplinary hearings, and assess penalties for elevator contractors and mechanics.

• Creates licensing requirements for elevator mechanics and contractors, including qualifications based on documented experience, education, written examinations, apprenticeships, or valid licenses from other states.

• Requires elevator contractors to maintain liability insurance of at least $1 million for injury/death and $500,000 for property damage, plus workers' compensation coverage.

• Provides for emergency and temporary elevator mechanic licenses when insufficient licensed mechanics are available during disasters or work stoppages.

• Expands elevator law jurisdiction to cover automated people movers, escalators, moving walks, platform lifts, stairway chairlifts, and dumbwaiters, while exempting work exclusively in private residences.
