Creates a "Rabbit Friendly" specialty license plate program in Ohio, with contributions directed to the Ohio House Rabbit Rescue for rescue, adoption, and educational programs.

Establishes a $15 contribution fee per registration and renewal that funds the license plate contribution fund, plus a $10 administrative fee deposited to the public safety highway purposes fund.

Amends section 4501.21 to add section 4503.507 to the list of license plate programs whose contributions feed into the state's license plate contribution fund.

Specifies that "Rabbit Friendly" plates must display an appropriate logo and words approved by the Ohio House Rabbit Rescue and the registrar, along with standard county identification stickers.

Allows vehicle owners or lessees of passenger cars, noncommercial motor vehicles, and recreational vehicles to apply for the plates, with the option to combine the application with a special reserved license plate request.
