Allows a person to obtain a certificate of title to an unclaimed aircraft left on their property for 20 or more days if they do not have a valid storage or repair contract with the owner or lienholder.

Requires the person to send certified mail with return receipt to the last known address of any owner and lienholder, stating the aircraft must be removed within 10 days and providing the aircraft's location.

Aircraft remains unclaimed for more than 10 days after notice is received or delivery is attempted; if a lienholder does not claim the aircraft within that period, their lien becomes invalid.

Requires the person seeking title to execute an affidavit in a form established by the director of transportation, certifying compliance with all requirements including prior search of department of transportation records.

The clerk of courts shall issue a certificate of title free and clear of all liens and encumbrances upon presentation of a compliant affidavit.
