Amends Ohio Revised Code section 2903.41 to add violations of sections 2903.15 (felonious assault) and 2919.25 (domestic violence) to the violent offender database when committed against victims under fourteen years of age by offenders eighteen or older.

Includes attempted, conspired, or complicit offenses related to the child abuse crimes in the violent offender database definition.

Names the legislation "Jacob's Law."

Appropriates $100,000 in fiscal year 2021 to the Attorney General's office for the Bureau of Criminal Identification and Investigation to establish and maintain the violent offender database.

Takes effect six months after the bill's enactment date.
