Creates a state post-traumatic stress fund in the state treasury, managed by the Director of Budget and Management, to provide compensation and benefits to public safety officers with PTSD acquired during employment without accompanying physical injury.

Fund may be used for lost wage compensation, medical and therapy services, and administrative costs for eligible public safety officers diagnosed with work-related PTSD.

Prohibits employers from discharging, demoting, reassigning, or taking punitive action against officers who file claims or participate in proceedings related to PTSD compensation, with remedies limited to attorney fees, reinstatement with back pay, or wage awards offset by subsequent earnings.

Establishes a 180-day statute of limitations for lawsuits, requiring written notice to employer within 90 days of the adverse action.

Requires the Ohio Police and Fire Pension Fund Board to commission an actuarial study by October 1, 2021, examining funding requirements, participant projections, benefit costs, and administrative structure for the fund, with up to $500,000 in reimbursable expenses.
