Creates a new anti-prostitution grant program fund in the state treasury to be administered by the Ohio attorney general.

Requires the attorney general to adopt rules establishing procedures for eligible anti-prostitution programs (including Ohio supreme court-certified specialized dockets for human trafficking victims and education programs for persons alleged to have solicited) to apply for and receive funding.

Specifies that funded programs must use grants for programming aimed at reducing supply or demand for prostitution, as determined by the attorney general.

Appropriates $1,000,000 for fiscal year 2020 and $1,000,000 for fiscal year 2021, to be transferred from the General Revenue Fund on July 1 of each fiscal year.

Subjects appropriations and expenditures to all provisions of the 133rd General Assembly's main operating appropriations act.
