Amends section 2923.25 of the Revised Code to restrict firearm transfers by federally licensed dealers when background checks are pending.

Prohibits dealers from transferring a firearm unless the National Instant Criminal Background Check System provides a unique identification number or 30 days have elapsed since the dealer contacted the system.

Requires federally licensed dealers to continue offering trigger locks, gun locks, or gun locking devices at the time of firearm sale.

Requires dealers to post firearm safety posters and make safety brochures available to all firearm purchasers.

Defines "federally licensed firearms dealer" by reference to section 5502.63 of the Revised Code.
