Reduces the Ohio Teacher Residency Program from four years to two years for classroom teachers holding resident educator licenses.

Modifies teacher evaluation policies to allow accomplished-rated teachers to be evaluated once every three years and skilled-rated teachers once every two years, with self-directed professional growth plans.

Exempts teachers participating in the residency program from formal evaluation during the year they take the performance-based assessment for the first time.

Changes educator license grade band specifications to designate whether teachers are licensed for grades pre-K through 5, grades 4-9, or grades 7-12.

Requires alternative resident educator license holders (including career-technical teachers) to complete a two-year residency program before obtaining a professional educator license, with exceptions for those with four years of successful teaching experience.
