Amends sections 2307.80, 2315.18, 2315.21, 2323.43, and 3345.40 of the Revised Code to adjust damage limitation caps for inflation from 2005 to 2019.

Increases the cap on noneconomic loss damages in general tort actions from $250,000 to approximately $350,000 per plaintiff, or the greater of three times economic loss up to approximately $461,000 per plaintiff or $659,000 per occurrence.

Increases the cap on noneconomic loss damages in medical, dental, optometric, and chiropractic claims from $250,000 to approximately $350,000 per plaintiff, with higher caps of approximately $659,000 per plaintiff for permanent injuries.

Raises the maximum punitive damages for small employers or individuals from $350,000 to approximately $461,000 based on inflation adjustments.

Applies similar inflation adjustments to damage caps for tort actions against state universities and colleges under section 3345.40.
