Enacts section 3301.943 to allow school district boards to enter into contracts with third parties for digital storage, management, and retrieval of student records and educational software, including cloud-based services.

Requires all contracts to include provisions protecting student privacy, prohibiting third-party use of records beyond contract scope, restricting targeted advertising, and ensuring compliance with FERPA and Ohio student privacy law.

Mandates contracts specify procedures for students to retain control of student-generated content, for parents/guardians to review and correct records, and for notifying affected parties of unauthorized disclosures.

Establishes that student records remain property of the school district and requires third parties to return all records upon contract completion, except student-generated content if student maintains a personal account.

Makes contracts void if they fail to comply with requirements and remain unresolved after notice, and prohibits schools from indemnifying third parties in violation of state debt limitations.
