HB 341 Summary

• Expands authorization for pharmacists, advanced practice registered nurses, and physician assistants to administer addiction treatment drugs (opioid antagonists and related medications) by injection when prescribed by physicians.

• Allows pharmacists to dispense naloxone without a prescription to individuals at risk of opioid overdose or their family/friends, and permits service entities to maintain naloxone supplies for emergency use.

• Creates new protocols enabling advanced practice registered nurses and physician assistants to authorize other individuals (employees, volunteers, contractors) to furnish or administer naloxone through established service entities.

• Allows licensed terminal distributors of dangerous drugs (pharmacies and non-pharmacies) to make occasional wholesale sales of certain drugs including naloxone and drugs in shortage.

• Exempts the State Board of Pharmacy from open meetings law requirements when determining whether to suspend licenses or restrict database access without a prior hearing.
