Appropriates $10,000,000 for fiscal year 2020 to the Public Works Commission for emergency water and sewer system assistance grants to local subdivisions.

Establishes the Water and Sewer Emergency Fund (Fund 5WH0) and directs the Director of Budget and Management to transfer $10,000,000 from the General Revenue Fund to this new fund.

Grants must be used for water and sewer system projects necessary for immediate preservation of health, safety, and welfare of citizens, administered using the same procedures as emergency projects funded by the State Capital Improvements Fund.

Any unspent funds from fiscal year 2020 are automatically reappropriated for fiscal year 2021.

Any remaining balance in the Water and Sewer Emergency Fund on July 1, 2021 shall be transferred back to the General Revenue Fund.
