Allows towing services and storage facilities to obtain certificates of title to unclaimed motor vehicles ordered into storage by law enforcement under specified conditions.

Requires a search of motor vehicle bureau records to identify the owner and lienholder, and certified mail notice to their last known address informing them the facility will obtain title if not claimed within 60 days of receipt.

Mandates that a sheriff, chief of police, or state highway patrol trooper certify the vehicle is not needed for criminal investigation before title can be transferred.

Requires the towing service or storage facility to execute an affidavit affirming all conditions are met, and the county clerk shall issue a certificate of title free and clear of all liens and encumbrances.

Allows the facility to retain any money from vehicle disposal and requires notification to the entity that ordered the vehicle into storage on the last business day of the month title is obtained.
