Prohibits the sale, distribution, or giving away of flavored electronic smoking devices and flavored vapor products that have not received approval from the United States Food and Drug Administration.

Adds two new definitions: "flavored electronic smoking device" means any electronic smoking device with a characterizing flavor, and "flavored vapor product" means any vapor product with a characterizing flavor.

Establishes that characterizing flavor includes tastes or aromas relating to food, drink, menthol, mint, wintergreen, fruit, chocolate, vanilla, honey, candy, cocoa, dessert, alcoholic beverages, herbs, or spices.

Creates a temporary committee consisting of two House members, two Senate members, and one Governor-appointed member to study health risks associated with electronic smoking devices and vapor products, with findings due to the General Assembly within six months.

Violations of the flavored product prohibition are subject to the same penalties as other illegal distributions of tobacco products: misdemeanor of the fourth degree for first offense, or misdemeanor of the third degree for repeat offenses.
