Amends section 2927.02 of the Revised Code to place restrictions on retailers of cigarettes, tobacco products, alternative nicotine products, and vapor products.

Prohibits sale or distribution of these products to persons under 21 years of age and requires age verification through independent third parties for internet and remote sales.

Restricts vending machine sales to locations not accessible to minors (factories, offices, restricted-access areas) or requires immediate operator supervision, inaccessibility when closed, and warning signage.

Establishes that retail establishments primarily selling vapor products (at least 90% of revenue) cannot recklessly permit persons under 21 to enter, and cannot display vapor products openly without employee intervention.

Creates criminal penalties ranging from fourth-degree misdemeanors (first offense) to third-degree misdemeanors (repeat offenses) for illegal distribution, with second-degree misdemeanor charges for violations of vapor product retailer restrictions.
