Prohibits any person from knowingly possessing, purchasing, keeping for sale, offering for sale, transferring, distributing, or importing large capacity magazines defined as firearm magazines with capacity of more than 10 rounds of ammunition.

Establishes a large capacity magazine registry operated by the bureau of criminal identification and investigation with authority to review applications, issue proof of registration, and maintain registry records.

Exempts federal officers, state/local law enforcement, armed forces, militia members, licensed manufacturers/importers/dealers, and carriers/warehouses engaged in lawful business activities from the prohibition.

Allows persons who lawfully possessed large capacity magazines before the effective date to register them within 180 days (or 180 days after moving into the state for new residents).

Makes violation of the possession prohibition a felony of the fourth degree.
