Amends Ohio Revised Code section 4503.29 to establish a program for issuing nonstandard military license plates recognizing military service and honors pertaining to valor and service.

Requires the Director of Veterans Services and Registrar of Motor Vehicles to jointly adopt rules within nine months after June 29, 2018, establishing eligibility criteria, design guidelines, documentary requirements, and procedures for the military license plate program.

Allows World War II veterans applying for "World War II" nonstandard license plates to register or renew their vehicles without paying any registration taxes, fees, local motor vehicle taxes, or registration fees under sections 4503.038, 4503.04, 4503.10, 4503.102, 4503.103, Chapter 4504, or section 4503.19.

Permits disabled veterans to apply for registration under the military license plate program without paying registration taxes and fees for up to two motor vehicles as an alternative to existing disabled veteran registration options.

Repeals the existing section 4503.29 of the Revised Code.
