Amends section 4141.29 and enacts new section 4141.294 of the Ohio Revised Code to allow workers involved in strikes or labor disputes to receive unemployment benefits.

Makes unemployment benefits available to striking workers whose joblessness is caused by strikes at their employer's facilities or labor disputes at their employer's locations within Ohio, with exceptions for wholly owned subsidiaries.

Waives the active job search requirement and waiting period for striking workers claiming benefits and allows retroactive benefit payments if an individual files an application more than four weeks after a strike begins.

Exempts from reemployment service requirements individuals whose unemployment is due to strikes, allowing them to maintain benefit eligibility without typical work-seeking obligations.

Declares the act an emergency measure effective immediately, stating that workers who lose earnings due to labor disputes need immediate economic assistance.
