Establishes the Commercial Truck Driver Student Aid Program providing grants and loans to eligible students enrolled in certified commercial driver's license schools.

Eligible students must be Ohio residents with expected family contribution of $2,190 or less, pass drug tests, have no more than three moving violations in two consecutive years, and commit to reside and work in Ohio for at least one year after program completion.

Grant amount equals one-half of remaining state cost of attendance after Pell grant and expected family contribution are applied; chancellor also awards a loan in the same amount, unless funds are inadequate then both are proportionately reduced.

Creates commercial truck driver student aid fund in state treasury consisting of appropriated funds and loan repayments; eligible students sign promissory notes requiring repayment of grants plus interest if they fail to complete the program or meet residency/employment requirements.

Appropriates $5,000,000 in fiscal year 2021 with up to $2,500,000 distributed as grants and up to $2,500,000 as loans; authorizes chancellor to adopt rules for program administration.
