Amends Ohio Revised Code section 4301.58 to allow nonprofit organizations to give away beer or intoxicating liquor as prizes at fundraising events, including raffles, without holding a valid permit.

Requires that alcohol be given away in sealed containers for off-premises consumption only.

Defines "nonprofit organization" as either a church or a charitable organization with current IRS 501(c)(3) tax-exempt status.

Declares the act an emergency measure effective immediately to allow nonprofits to raise funds in a timely manner and support their communities.
