Amends Ohio Revised Code sections 3509.04, 3509.05, and 3511.04 to require the Secretary of State to prepay postage for return envelopes of completed absent voter's ballots.

Shifts responsibility from individual boards of elections to the Secretary of State for covering return postage costs on absentee ballots, unless federal law (39 U.S.C. 3406) eliminates the postage requirement.

Applies to regular absent voter's ballots as well as uniformed services and overseas absent voter's ballots sent under Section 3511.04.

Maintains existing procedures for ballot applications, identification envelopes, voter statements, and ballot delivery deadlines.
