Requires syphilis and gonorrhea testing at first prenatal examination within ten days, with additional third trimester assessment and testing if recent risk activities are identified or no prior test was conducted.

Establishes that pregnant women must be informed of tests before they are conducted and have the right to refuse; requires health care professionals to record test results and refusals in medical records.

Permits health commissioners to waive testing requirements only if satisfied by written proof that testing conflicts with the person's religious creed and would not injuriously affect public health and welfare.
