Creates the Ohio Interior Design Examiners Board consisting of five members appointed by the governor to certify and regulate interior designers in the state.

Allows certified interior designers to submit and sign interior technical submissions for nonresidential building alterations and construction projects within defined scope of practice, without requiring architect or engineer seals.

Requires interior designer certificate applicants to pass the National Council for Interior Design Qualification examination, demonstrate good moral character, and maintain professional liability insurance.

Interior designer certificates expire every two years and require renewal with 20 hours of continuing education emphasizing health, welfare, and safety.

Establishes enforcement procedures including warnings, citations, administrative hearings, and disciplinary actions (suspension, revocation, fines up to $2,000) for violations by certified interior designers.
