Designates the Honor and Remember flag as Ohio's official symbol of concern and commitment to honoring fallen service members and their families.

Requires the Honor and Remember flag to be displayed at the Ohio Statehouse in Columbus during normal business hours on Memorial Day (the last Monday in May).

Defines the symbolism of each element: red field represents blood shed, white field and border represent purity of sacrifice, blue star represents active military service, gold star represents ultimate sacrifice, folded flag element represents national tribute, and flame symbolizes eternal spirit of the departed.

Encourages voluntary display of the flag during normal business hours at all public buildings in Ohio and at military memorial services.

Establishes flag display protocol requiring the Honor and Remember flag to fly below the United States flag when displayed together, and to be positioned below all other flags when three or more flags share the same halyard or staff.
