Creates the Rare Disease Advisory Council with 25 members including medical researchers, physicians, nurses, genetic counselors, patient representatives, and representatives from state agencies and healthcare organizations to advise the General Assembly on rare disease research, diagnosis, and treatment.

Defines "rare disease" as any disease or condition affecting fewer than 200,000 people living in the United States.

Requires the Director of Health to publish a report within three years detailing the incidence of rare diseases in Ohio, with subsequent reports every two years, including data disaggregated by gender, race, ethnicity, socioeconomic status, and insurance coverage.

Authorizes the Emergency Response Commission to exempt local emergency planning committees from conducting annual exercises if conducting an exercise would adversely affect public health, safety, or the environment, with exemptions limited to one year.

Declares the amendments to Section 3750.04 an emergency measure effective immediately to protect public health during the COVID-19 pandemic.
