Amends section 4729.281 to allow pharmacists to dispense non-Schedule II controlled substances without a prescription up to three times in a twelve-month period for drugs the patient has been on consistently, increasing from the previous once-per-prescription limit.

Allows pharmacists to dispense up to a 30-day supply (or standard unit of dispensing if larger) for non-controlled substances when a patient demonstrates consistent therapy, compared to the previous 72-hour limit.

Enacts section 3902.50 requiring health benefit plans to cover emergency pharmacist-dispensed drugs at least once per twelve-month period without imposing greater cost-sharing requirements than regular prescriptions.

Requires pharmacists to maintain records of emergency dispensing for one year and notify the prescribing health professional within 72 hours of dispensing.

Applies to health benefit plans delivered, issued, modified, or renewed on or after the effective date of the act.
