Grants municipal corporations and counties immunity from civil and criminal liability for actions of hospital police officers acting directly in discharge of duties on hospital premises or affiliates/subsidiaries, or elsewhere within their jurisdiction.

Modifies the definition of "emergency call" to clarify it means a call involving inherently dangerous situations requiring immediate response, including communications from citizens, police dispatches, and peace officer observations.

Exempts certain school employees authorized to carry firearms in school safety zones from the requirement to complete peace officer basic training, provided they have written authorization from the school board or governing body.

Establishes conditions for hospital police officer appointments, including approval from local law enforcement, written cooperation agreements, and completion of approved training programs.

Overrules the Twelfth District Court of Appeals decision in Gabbard v. Madison Local School District Board of Education regarding armed school employees.
