Prohibits the Director of Environmental Protection from requiring public water systems operating prior to the effective date of this amendment to provide treatment for secondary contaminants, except when contaminant levels exceed EPA health advisory limits.

Defines "secondary contaminants" as aluminum, chloride, color, copper, corrosivity, fluoride, foaming agents, iron, manganese, odor, pH, silver, sulfate, total dissolved solids, and zinc.

Preserves the director's authority to adopt rules governing public water systems to protect public health and welfare, including rules on contaminants that may affect water suitability or public welfare.

Maintains existing procedural requirements for rule adoption, including notification to affected organizations at least 35 days before public hearings and consultation with state and local government agencies.
