Enacts section 5167.15 of the Revised Code to require Medicaid managed care organizations to use a competitive selection process when contracting with laboratory services provider vendors.

Competitive selection process must include a request for proposal period allowing prospective laboratory vendors to submit business proposals outlining proposed contract terms.

Vendors must demonstrate they have the staff, equipment, and resources to process laboratory requests in a timely manner and comply with laboratory services requirements in the organization's contract with the Department of Medicaid.

When all evaluation criteria are equal between two or more vendor applicants, Medicaid managed care organizations must give preference to applicants whose principal place of business is located in Ohio.
